What do i need to do in order for my soon to be ex husband to sign away his parental rights?

He cannot "sign away his parental rights." He can, however, simply opt to not exercise his rights. His parental rights can be terminated, however, if you find someone else to take his place (like a new husband, for example) who then ADOPTS the child, thereby terminating the original father's legal rights and legal responsibilities.
