Legal Question in Real Estate Law in Oregon

I was renting an apartment last year with one of my other room mate. I moved out and I was trying to get my deposit back from the manager. But she said I can't get back until everyone is out of the unit(Lease end). And later, after I moved out, my room mate found someone else to move in. And somehow she adds an extra name on the lease.(Two bedroom apartment). Then I asked if I can take my deposit out and tell the manager to get the new deposit from the new room mate. But she said she can't force her to do it, so I still haven't get my deposit back. And this part I am confused. My room mate extended a year in that apartment, so basically she needs to sign to extend the lease, but all peoples living in that apartment should sign together to extend the lease, otherwise if I don't want to extend it then they have to sign another lease. They can't extend the lease without me signing the signature right?

The apartment management can allow anyone to sign any lease that the management wants. They do not need you to sign anything.

Your beef is actually with the new roomate. In effect, she has taken your deposit for her own benefit. You sould ask her to pay to you the amount of your deposit (which management has retained and is using for her benefit).
