Freedom of information act

If a company fires or lays-off a group of individuals, am I able to submit a written request for the names and addresses of those individuals under the Freedom of information act and who would I send this request to?

FOIA applies only to the federal government. Private business is not required to respond.

No. The freedom of information act only applies to federal government actions. And, there is a state law which covers state government agencies. Private companies do not have any 'freedom of information.' Their information is private.
