Legal Question in Civil Rights Law in Pennsylvania

I had to take a person to court who owed me $2,200 in Oct 2013. I won my case and he had until Nov 15 to appeal the judges decision. He didn't. It is now April 14, 2014 and to date he has only sent me one check for $35.02... at this rate I will never get paid the amount in a reasonable amount of time. What can I do to motivate him to pay this off?

Hire a collections lawyer. Did you sue in magistrate's court? If so, you will need to transfer the judgment to the court of common pleas. You can then send a writ of execution and try to seize any assets he owns which are owned solely by him and which are not liened. You also can seize his bank accounts if he keeps more than $300 in there. PA is a non-wage garnishment state for most things - was this for a personal loan? Or are you a landlord? If back rent was owed, you can garnish wages. If this was a personal loan, then you can't.

Collecting and issuing a writ of execution and transferring the judgment from magistrate's court can all be complicated so its better to get a lawyer if you do not know what you are doing.
