do amendments expire?, specifically, will the 13th amendment expire?

I am assumng that you are referring to the US Constitution. If so, the question is no. Amendments continue as if part of the original until they are repealed by a later amendment.

However, our US government stopped following the Constitution a long long time ago to the point where it is now meaningless.

The 13th Amendment ostensibly abolished slavery. However, the 16th Amendment (leaving aside the question of whether this amendment was properly ratified) says:

The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.

Any time any person or entity has a right to claim a portion of the fruits of your labor, what does that make you? A slave.
