had a problem with a contractor, can i place on my car stating "beware of Contractors name, call with my phone number"

You should file complaints with your local town, county and the PA Dept. of Community Affairs first. If you want to put a sign on your car, that is your First Amendment right, just be careful, and WRITE OUT the things that you know to be true, do not ramble on off the top of your head, because that is more likely to result in you making a slanderous comment that can get you in legal trouble. You can say ANYTHING you want, as long as it is true. You can also offer your opinion, but, if a judge found your "opinion" was a statement of fact, can still expose yourself to a suit for slander, so, as I said, be careful what you say, and how you say it.
