Can a business deny a refund on a service that has not yet been provided but has been paid for?

My wife was scheduled to write the US medical licensing examination but decided not to 2 months before the exam. She had paid in full already but when she emailed to request a refund they denied her. Is this legal?

It really depends on the language of the application she signed when she submitted the money. If the applicationn states the fee is not refundable, you are probably stuck with it. If n ot, then you should be entitled to a refund. In PA, most state license fees are not refundable. You should check the Pa. Dept of Health website to determine this.
