Legal Question in Consumer Law in Pennsylvania

cashing check as payment in full

if a contractor does an unsatisfactory job at a residence and is paid by check for 1/2 the amount that was invoiced and it is written on the check payment in full and that contractor cashes that check, is it true that contractor has to accept that payment as payment in full?
