phone bill turned over to collection agency

When my brother separated from his wife the phone remained in his name. The phone was diconnected in 2001. They were divorced in 2002 and she passed away in 2003. He just received a notice from a collection agency that he owes $166.91. Does he have to pay this bill?

If his name was on the account, and there is no other defense to the charge, yes he would be responsible.

Tell him to make an offer to the collection agecny that he's willing to settle the matter by paying half.
