Legal Question in Criminal Law in Pennsylvania

I live Lancaster Co. Pa. My family is from the plain Old Order Mennonite religious community, so they RARELY go to law due to religious beliefs. My niece was raped by her grandfather a few years ago, maybe 4-5 years ago. My brother inlaw doesn't allow my sister to report it. He is in extreme denial. This pedophile has also raped another child for many years who is now an adult and the statue for limitation is passed. I'm really upset that this preditor is still free. I contacted the local police, they told me they can not do ANYTHING until my sister contacts them. It's been years. My sister says her counselors are advising to wait in fear the child is not able to handle an investigation and my brother inlaw would try to hinder the investigation and intimidate the victim. I'm afraid it will never get investigate. Is it really the law that they can not do anything until my sister calls? Are they not supposed to serve and protect?! They are only protecting the pedophile at this point. Can you please show me or help me understand is the cop right? Or send me a copy of the law on that would be even better
