Legal Question in DUI Law in Pennsylvania

My daughter had a glass of wine at home with our family fir dinner. She is 18 and lives in Pa 2 hrs Later she went out with friends. She was not driving and none of her friends were drinking including the driver. Cop pulls car over and says to driver how much did you drink tonight. She said nothing and asked why they were pulled over. Cop says because tail light was out. He asks if anyone else was drinking. My daughter was honest and says she had a glass with dinner with her parents. Then he gives her an underage drinking citation and says it will go in her driving record. She was not driving and does not have her license. Is this a citation that can be appealed?
