Legal Question in Family Law in Pennsylvania

I have a 17 year old daughter who live in Pa. My daughter lives with my grandma. My grandma adopted Kayla. Kayla wants to come move in with me but I know my grandma would never allow it. My grandma has emotionally abused her n I feel in some ways she has neglected Kayla. If Kayla leaves my grandma house n comes lives with me what can my grandma do to her? Also my grandma told Kayla she talked to her lawyer n her lawyer told her that Kayla wouldn't be allowed to live with me cause CYS was called in the past on me n my husband n CYS won't allow it. CYS was called but when they came to check everything out it was all fine n they saw nothing wrong. CYS did drug test us n the results came back negative for any drugs. They gave us 3 drug test and all 3 came back fine. My grandma lawyer told her that because of that Kayla wouldn't b allowed to live with me. Kayla talks to a therapist and her therapist thinks that Kayla needs to get out of my grandma house as well and see nothing wrong with Kayla coming to live with me. What are our options? Can she just leave and not get in trouble? And is the whole CYS thing true? Kayla is 17 and will b 18 in 6months

Once she turns 18 she's an adult and she can live with whom she wants to live. The custody order will have expired.
