Legal Question in Family Law in Pennsylvania

I have a 7 year old daughter who has resided with me her entire life. Her real father hasn't had any contact with her in over a year and now wants contact. I live in Pennsylvania and the law says anything over 6 months is grounds to terminate his parental rights as he is toxic and i have proof of that. My boyfriend, who my daughter and i share our own home with, supports her fully since my daughter's real father does not pay support. My boyfriend is also willing and wants to adopt her. Could i win this case in court to have my daughters biological fathers rights terminated for being absent and doing nothing at all for her?

The law says that? Well it doesn't. If you want to terminate his parental rights. You'll need to have your current husband stand ready to adopt the child.
