I'm 20 years old. The man on my birth certificate denies being my biological father but refuses to take a paternity test. How can I court order my dad to take a paternity test?

Under Pennsylvania law, it is too late for your father to deny being your biological father. If he was not your biological father, he should have denied it long before now by bringing a paternity suit.
