Legal Question in Family Law in Pennsylvania

My boyfriend has a son whose a little over a year old. The mother up and moved an hour away making it complicated to see the child due to him working third shift. He gets in contact with the mother to see the child on weekends he isn't working and she doesn't respond to him. This is the 3rd time in 2 months. He's debating on giving up his rights because the mother doesn't allow him to see his child. He has no money to go to court for custody either so it's almost like hes at a loss.

First, before the mother moved she was to file a notice of relocation. Second, he can't give up his rights or his duties unless the child is adopted. Where is it written you need money to go to court? He can petition the court to waive filing fees. He can even represent himself. The problem is HE has to take ownership of his problem not foist it off on you.
