How can I get my deceased ex husbands name off of car title? In divorce decree it is stated that the car belongs to me as part of the settlement. I live in Pennsylvania.

I don't understand why the ex-husband's name is still on the title if the car was given to you in settlement. He should have signed the title. If the car was still financed at the time, then the lender should have received a copy of the decree so that the car could have been retitled in your name.

The only thing I can think of now is to have the executor of your deceased ex-husband sign the title. Or you can try talking with the PA DMV and seeing if they will accept the divorce decree as proof of your complete ownership of the vehicle and issue a new title in your name solely.
