Legal Question in Family Law in Pennsylvania

My husbands parents are Mexican. Their grandchild was born in Dallas, Texas. When he was 6 months old, a friend of his mother dropped him off with his grandparents in Mexico. He is now 4. They need to enroll him in school. How do they get guardianship of him or at least his birth certificate from Texas.
