I named a father on my daughter's birth certificate but paternity was never established by the person named Another man did acknowledge paternity but never did it legally what is the best way to add his name to the birth certificate. My daughter is over 18

Well for starters the child's over 18 so changing her birth certificate is between her and the other guy. You have nothing to do here.
