signing over parental rights

my friend had a child with a women that he had a one night stand with. She concealed her pregnancy until the child was born. He doesn't want to be involved in the childs life. He wants to sign over his parental rights, but doesn't know where to begin. He is also concerned that he wouldn't be allowed to sign his rights away by a Judge.

Well he can't just sign over his parental rights. He would be asking the state to make the child an orphan. Further he would be asking the state to relieve him of his child support obligation.

So unless the mother is giving the child up for adoption he's dad.
