Legal Question in Family Law in Pennsylvania

My step daughter lives with my husband and I. She moved in with us when she was 16. She is now 18 and in 11th grade. She is failing and misses a lot of school. She does not want to follow the rules. She left to go stay with a friend. She says she is moving out because she doesn't want to abide by our rules. She doesn't have a job, she is still in school (hopefully won't quit) and has no where to go. Can she leave? Do we have to let her come back to live with us if she is still in school? I need to know what our legal rights are and what the law says are our responsibilities.

She's 18 so she's an adult. So I tell her fine and come and retrieve her possessions. Take away her keys, Once she and her possessions are out of the house she has no right to be there.
