voluntary relinquishment of parental rights

I have had full primary custody of a child since she was 2 mths old she is now 15 mths old. her bio mother is 19 and we knew her for only a wk when she gave us her daughter. her bio mother has never paid support for her and has seen her only a handful of times. the baby calls me and my husband mommy and daddy and does not know her bio mother. bio mother wants us to have her daughter and wants to sign her rights over to us. can she change her mind years down the road and get her back? we live in pa and our laws favor the parents to keep their children. we pay her daycare and she has a ''routine'' she is used to. we have 4 bio children together also. we don't want to lose her. her bio mom has no job or place to live. i'm scared she'll wait until she is a teen and decide to pop up in our lives again and want her back...can this happen? is she entitled to visitation after her rights are signed over?

If both parents give up their parental rights then the child is a stranger to them. They would have no rights to the child.

The problem I see you having is with the father of the child. He needs to have his parental rights terminated as well. Not as hard as it sounds. The carrot for him is no child support obligation.
