In Pennsylvania can a plaintiff appeal a win in civil court because they only received part of they money they were going for?

Depends if it was a decision at the MDJ level Maybe. At the Common Pleas level you would have to show that there was some error on the trial court's part. Winning on that is very very hard. That said you could lose what you have already won. Also appeals to Superior Court aren't cheap.
