roomate owes me rent money

I own a house and had someone living there are paid a set amount every month. I only have a verbal contract. In the last month, he ran up pay-per-view charges and didn't pay the full amount. Are verbal contracts binding in PA? Can I take him to small claims court? Will I win?

Yes verbal contracts are enforceable. You'll need to show that both parties acted like there was a contract.

The district magistrate judge has jurisdiction as long as the amount is less than $8000.

Hard with only the fact you've given that you will "win". You might get a judgment for the amount owed plus the costs of filing and serving the suit.

A judgment give you the right to collect money from the other party. Its more like a hunting license. If the other party doesn't have the money to pay it then you can go after the property he owns. If he doesn't have enough money or property you won't get all you got in the judgment.

You SHOULD win. Verbal contracts are binding in PA. Try to show some evidence that there was a payment history (cancelled checks) or that he was responsible for some of the bills. Next time have him sign a lease. There are plenty of adequate samples online.
