Boss cut money owed

For 2 1/2 yrs worked as a sales rep for ad agency. Paid on commissions only and get a 1099 for taxes. Boss restructured commissions which cut pay in 1/2. He said he would pay old money at old rate. When I refused to sign a non-competition agreement he told me to leave and the money owed would be paid eventually but at the new cheaper rate.

Can he change compensation on past earnings and not pay me what he said he would. Have assorted emails and past bills to prove what he has paid and what he owes.

No your boss can't retroactively cut pay. Unless new consideration is exchanged (For example you get to keep your job in exchange for retroactive pay cut) no new contract is formed. PA has excellent laws to recover past due wages/ commissions. I offer free consultations.
