Are non compete covenants enforceable in PA

Yes.

A covenant not to compete is enforceable to the extent that it is reasonable as to duration, geography and substance. This would be viewed differently under different circumstances.

As an example, person selling a business could be kept from participating in a similar business or geographic area for a longer period of time that say a line employee or even a manager.

The test would be to look at the parameters of the agreement and see if it is fair and reasonable given the totality of the circumstances. Rarely is an agreement allowed to preclude a person from an entire industry or large geographic area.
