Legal Question in Landlord & Tenant Law in Pennsylvania

My ex-landlord resides in Maryland. The property I rented is in PA. Under what states laws would my lease "rights" fall? I want my security deposit back. He states he has 45 days. I know under Pennsylvania there is a 30 day law. HELP!!!

It's where the property is. So the time limit i 30 days.
