Legal Question in Landlord & Tenant Law in Pennsylvania

Hello. I live in a Philadelphia public housing unit. Is it legal for the unit manager to ask the tenant for a copy of their debit card and a receipt with the balance on it? I have already given them proof of income from the S.S. Office and the County Assistant Office.

I wouldn't think so. First, even if you gave him what hew asked for it would be meaningless. I get receipt one with X dollars as a balance. Then take $100 out. Also most ATMs don't print out the enter account number.
