Legal Question in Landlord & Tenant Law in Pennsylvania

In PA is a landlord legally allowed to supply to their local municipality tenant cell phone numbers and car license plate info? Ours is asking for this information for first time and hinging our Rental Licenses on receiving this info.

What does the town say? You're in a college town so hard to say. I could see the landlord wanting them. So he can call you and make sure only your vehicle is on the property. Why the town would care I don't know.
