Legal Question in Landlord & Tenant Law in Pennsylvania

I recently rented a house in PA. When we moved out there was discussion about part of our security deposit being withheld because of yard maintenance. We agreed to verbal estimate. when we received our refunded deposit, more than twice the discussed amount was withheld. We did not receive anything outlining why the deposit was reduced and what the costs were. I am trying to determine what action, if any, I can take.

You can sue the landlord for the return of you deposit. There has to be a statement as to what the landlord is deducting from your deposit in writing within 30 days after you move out.
