Part B states a written request is required for inspection of records or books. Does an email constitute a legal written request?

It depends on who you are asking. If you are asking the opposing party in your lawsuit, then no. The request must be written in a certain format with certain warnings. If you are requesting inspection of records as a part of the Right To Know Act, then yes, a written request is enough. If you are requesting inspection of records or books as a shareholder, partner, or member of a business, then a written request with proof of delivery to the business' secretary is sufficient.
