I would have to review all of the available insurance coverage for all parties involved. You want to be able to maximize what your mother would be entitled to under all policies. That includes the insurance for the vehicle she was in, the other driver's and her own, if any. Do not sign anything until this matter is reviewed by an attorney.

There are a number of potential sources of insurance coverage for this accident, depending on all of the facts. These include your mother's own insurance, as well as potentially that of any relative with whom she resides. If the accident occurred in the course of the workday, there may be workers compensation insurance available as well.

In addition to insurance, if the co-worker has any assets, those could be accessible as well. You need to seek the assistance of a law firm that handles both litigation and automobile insurance matters.
