Looking into a Foreclosure

I'm looking to purchase a preforeclosure that is for sale while talking to a friend he said the property is up for short sale which means there are potential leins and money owed. How do I find out? Can I go to the court house and search? What do I look for? Anyone with advice? I'm on a deadline to find a place to be able to move the end of may.
