Legal Question in Real Estate Law in Pennsylvania

I have land that is unusable that used to be under CR&R for 35 years. That has expired long ago. Ten of the property owners set up a property owners association. Most of the owners didn't join because of no building on properties with no water sewer hookup. Can 10 people set up an Association and make 1000 people pay the fees?

No. The only way you could bind all of the owners is to have them all sign. Just think how you'd feel if you were one of the the other 990 owners.
