do I need a lawyer to review a rent to own lease agreement in order for it to be considered a legally binding contract or is it a binding contract if my tenant signs it in the presence of a notary?

No if the parties sign it it's a binding. The question will it be enforceable? That's what you'll find out by having a lawyer look it over.

A notary is just a professional witbess who states the the people signing a document is who they say they are. Nothing more
