Legal Question in Real Estate Law in Pennsylvania

Can a mortgage servicer foreclose on a property in PA if they hold no mortgage license in the state and/or do not have a monetary interest in the property? If they don't have a license can they do anything as a mortgage servicer such as imposing insurance, charge late fees, report to credit bureaus, take modification applications, etc? This servicer is not licensed in the state. There are also problems with it's corporate filings with the state. The license an affiliates has is with someone who does not show as being employed by or able to represent the company in his license making the use of his license fraud. the affiliate should not exist. in the state the company is incorporated they changed the name from this company so isn't using the name of the former company they legally changed the name from fraud? actually, that former company name only existed for 1 day before it was changed to the current name. It seems they're trying to hide facts such as licensing and corporate filings and the fraud in these licenses and filings.

Suppose you had the mortgage with Joe Gotrocks a private individual and you didn't pay on the mortgage. He could do all though things without a license. Why be cause you signed a promissory note and mortgage that said he could.But you say it's some other outfit trying to enforce those terms. Well if Joe contracted them to act on his behalf they can do all those things.
