Had a payment agreement on back taxes.....last payment installment check was returned NSF ...what are my rights

Hard to say - If you can make good that payment, MAYBE the creditor will accept your payment, but probably they have the right to declare you in default of your payment agreement. It depends on what the agreement says. Have you tried talking to the creditor? How long ago was the check returned and what have you done since then? These are rhetorical questions, they do call for your posting another question here with the answers.
