security deposit refund

a year or so after i moved inmy apt the bldg was sold ayr or so after that i moved the new landlord refuses to give me my security dep back said i have to get it off the previous owner as thats who i gave it to and when he bought the bldg the he didn't give him any security dep money didn't he assume all the obligations when he bought the bldg is there anything i can reference that he must pay me if i go to court thanks

He did and he should return it.

Have you complied with all the other terms of the lease regarding moving out? e.g., return keys, giving forwarding address and whatever else you had to do?

Did he ever provide you with a written list of damages or other items he was charging you for?

If you have and he hasn't, yes, you can sue him at the local district justice. The landlord tenant act provides that he may have to pay you double if you have complied with the lease terms, given him a forwarding address and he has not within thirty days given you a written itemized list of damages.
