Legal Question in Real Estate Law in Pennsylvania

There is a strip of land behind where I live. It says on a map that it used to be an alley. It was 18 feet wide by over 1,000 feet long, people have claimed some of it, like 120 feet of it and the whole width of 18 feet, others claimed like 100 feet long of it by the whole 18 feet wide. What is left is 12 feet wide by 100 feet long. I was wondering what does one have to do in order to claim this last strip of land like the others have done?

Because the alley belongs to the city. I'd ask them to see if they indeed have abandoned the right of way. I would ask the town solicitor..
