Legal Question in Criminal Law in Philippines

The US embassy was unable to issue an immigrant visa to my father because he has been found ineligible under the following section of the Immigration and Nationality Act (INA), as amended: You have been convicted of, or admitted to have committed a crime involving moral turpitude. The US Embassy said that he may qualify for a waiver of the ineligibility and pays the amount of $545 to process a waiver application. My question is that, is my father have a chance that his visa be approved when he applies for the waiver of ineligibility? what is the waiver of ineligibility for?
