Legal Question in Education Law in Philippines

1.) It is within the right of a thesis instructor, also the department head, for an engineering class to also be an adviser to a certain few from same class and if it is legal for the same adviser to provide an idea( from his master's degree topic even if it's only small part) as an option for a thesis topic of an undergraduate student?
2.) The level of thesis standards is so high that students are now focusing too much on it and neglecting other subjects, is it right for that to happen?
