Legal Question in Landlord & Tenant Law in Rhode Island

Can I sue building managment for not taking action against noisy tenants? We have notified managment many times about this problem and no action has been taking, we were told by the person in managment who deals with complaints that if we are not happy here to move! We want to sue managment

Intereference with your quiet enjoyment, send them certified letter requesting that they deal with the noisy tenants.

Also call the police when the tenants get loud.
