private road improvements

I live on a private gravel road. there are 20 other properties on this road. 15 of my neighbors want to have the road paved. i do not want the road paved. can i stop my neighbors from paving the road?

The facts supplied in the question are insufficient to suggest a considered response. For example, you mention that the road is a "private" gravel road: who owns the road? Does the deed include any restrictions or agreements? Presumably, since the "private" road serves 20 homes, the developer would have granted to each a right to use the road.

The bottom line is that you should see a good lawyer. The first thing he or she will likely do is review your title insurance policy and/or order a title search. A thorough review of the instruments recorded in the land evidence records is likely to be the first step.
