sexual harassment in grade school

My daughter is 8 years old she told her mother that a 3rd grade boy told her when a girl hunches over bend over, that means she want too have sex. She told her teacher, and she spoke with the boy. My question is why wasn't the parents called. And would this be called sexual harassment.
