Does a foreigner, in this case a Dutch citizen acquire the US citizenship

when marrying a US citizen as his wife ?

Not necessarily. The U.S. citizen spouse must first petition the foreign spouse for legal permanent residence (greencard). If approved, & the couple remains married, the foreign spouse can apply for naturalization 3 years after that. Only if the naturalization application is approved (including an interview ), can the foreign spouse become a U.S. citizen.

No. The citizen must petition for the foreigner, the foreigner must file to adjust their status and then obtain lawful permanent resident status. The foreigner must maintain LPR status for three years (assuming he/she remains in marital union with his/her spouse) before filing to naturalize (become a U.S. citizen). You and your spouse may want to retain counsel for the entire process so that all t's are crossed and i's dotted throughout.
