To apply for US Passport, one has to be a USA citizen AND have a proof of it. A proof of US citizenship is either US birth certificate, US Naturalization certificate or US Certificate of Citizenship. You have neither.

If your parents naturalized (become USA citizens) before you turned 18, you could have become a USA citizen as well. However, in this case you should apply for a proof of USA citizenship - US Certificate of Citizenship. There is a filing fee and a form to be filed with the USCIS.

FOIA request will take more than a year to process. Yes, it is highly unlikely that your FOIA request will be processed prior to naturalization interview.
