question about an employe in my business

during construction job my supervisor had from the beginig of construction had been shutting down the job, including all other employes when I would leave, and would return to work when I would return, costing me a considerable amout of money, the complaints came from other employes and the home owner twards the end of the job on how much time had been purposely wasted, what recorse do I have short of firing this person, she is due her last check, and I am reluctant on paying her. I know this is a thin line I am walking by holding the last check, but with so much incriminating info on her activities during working hours what options do I have ? thank you, J.Y. STGCC.
