goverment grant

checked into a goverment grant for home improvment received a call from a consulting group about the goverment grant,answered some questions and decided to apply for the grant gave out some info to have a fee pulled out of my account on a certain date for a package of paper work to be filled out and returned to the consulting firm since this was the service they provide to speed up the process of getting a grant.after discussing with my wife she informed me of a story she read about these goverment grant frauds,so i called the customer service number that was given to me to cancel my application for the grant.was told i couldn't cancel and the money would still be taken out of my account on the date set.since there was a verbal agreement,can this be right even if i am no longer seeking the grant because i don't want to get cheated.i made it very clear that i didn't want to apply for the grant.and the guy on the phone said i have no choice and the money would be taken out anyway the only thing he could do was extend the date when the money would come out,again i stated i din't want to pursue the grant,basically he keep saying i had no choice and i feel this is not correct any feedback would be greatly appreciated.thank you
