Arrest Warrant For Outstanding Car Loan

Currently I am 4 months behind on my car payment. The loan was issued by a bank, rather than the dealership. I recently received the message that an arrest warrant would be issued in Bell County, Texas if I did not disclose the location of the car. The caller claimed to be a bank representative, however, it could have been the repo man. My question is: Does such a law exist, where a creditor can issue an arrest warrant (specifically for car loans)?

A creditor can't get an arrest warrant for a civil debt, and threatening to do so is a violation of the Fair Debt Collection Practices Act. It's probably the Repo Man working for the bank.
