I am a counselor in Texas. I have an intern who I'm supervising. She recently took a job with a teen "boot camp" for adolescents with discipline problems. During her first observation of an intervention, the owner of the program handcuffed a 17-year-old individual (ostensibly with parental consent). Is this a lawful restraint? The restraining individual is not an officer of the law.
