Legal Question in Elder Law in Texas

My father is 83 and lives abroad. My sister is POA but NOT a co-signor on his bank accounts. He is being swindled by a 23 yr old girl who wants his money so we are trying to understand how we can protect his money. Is there a doctor's affidavit form that would be recognized by a local doctor (neurologist) in the foreign country he is residing? What is the process after that form is completed (ie - court proceedings,etc.)??

It is impossible for a Texas attorney to answer your questions.

You will need to talk to an attorney in the country where your father lives.

The problem you are describing occurs frequently in every country, county, city, street in the world! Vultures thrive on the elderly and suck them dry!

You need to physically be with your father in order to protect your father.

His money is not your only concern. Often people will physcially harm your parent!

You need to go with him to his doctor and see what can be done.

You need to talk to his attorney in the country where he lives and learn the laws regarding the elderly.

Yes, this is a huge inconvenience. Yes, it takes time and money. Yes, you might not be able to stop him. Yes, she might get all of his money. Yes, he might be left broke. Yes, she might be able to actually physically harm him or kill him.

What would I do? I would plan on moving in with him for the next 3 months or more. I would observe what is going on. I would be with him 24 hours a day. I would go with him to the doctor and his lawyer. I would show him that I love him and care for him. I would let this girl know that his family loves him and cares for him.

I would get my father to move back to the US and move into my home or move into a home (retirement home) close to me.
